Right now, US Commerce Department make investigation on quartz from Malaysia, US Commerce Department want to increase anti dumping scope for quartz based on China case, Let us analysis the details: On Chinese quartz case, all product related to quartz are in anti dumping, Like: slab, countertop, vanity top,etc.... So what materials else the US Commerce Department can increase into anti dumping scope? After talking with US laywer and all factories, That is raw materials: like quartz sand, quartz power and resin, maybe machine, But talking with US lawyer it looks raw materials into anti dumping scope is 100%, Machine not sure. And why US Commerce Department want to increase anti dumping scope for quartz on Malaysia, because this rule will be use for all oversea countries, will be easy for EAPA or US Custom to investigate any importers for quartz they buy from any countries at anytime. Anti dumping need Custom Data, but anti-circumvention investigation do not need any Custom Data. Also I do not think Cambria will stop anti dumping on quartz and block any channels for importers to import quartz stone.

So if US Commerce Department made decision all raw materials and machine from China are in quartz anti dumping, And this decision may use for the other countries: like Vietnam, Thailand, Philippine,etc...... That means as long as oversea factories use the raw materials from China, the quartz will be in anti dumping, So here is the problems: 

First: How the customers know the factories use raw materials are not from China? Quartz slab can ship through third country, Raw material the same.  

Second: How customers prove the quartz they buy the raw materials are not from China to US Custom? These two questions will be big problems for customers with US Custom.
